Electronic inquiries from citizens and legal entities
Dear visitor,
As of January 2, 2023, amendments and additions to the Law of the Republic of Belarus No. 300-Z of July 18, 2011, "On Appeals by Citizens and Legal Entities," have come into effect.
The Law of the Republic of Belarus No. 300-Z of July 18, 2011, "On Appeals by Citizens and Legal Entities," provides for the submission of electronic appeals to state bodies and other state organizations, as well as the receipt of responses (notifications) thereto, via the state unified (integrated) republican information system for the recording and processing of appeals by citizens and legal entities (the system for recording and processing appeals).
User access to the system for recording and processing appeals is provided via a website on the global Internet at the address .
Applicants within the inquiry tracking and processing system:
• register by completing the registration form on the website;
• submit electronic inquiries and receive responses (notifications) to them;
• view the list of submitted electronic inquiries and their processing status;
• send informational messages and consultation requests regarding the system's operation to the system operator.
Applicants (excluding individuals acting as organization administrators or designated responsible persons) register in the system by entering the following details into the website registration form:
• for an individual: surname, first name, patronymic (if applicable), residential address (or place of stay), mobile phone number, and email address;
• for a legal entity: taxpayer identification number, organization name, and registered office address, as well as the surname, first name, patronymic (if applicable), email address, and mobile phone number of the head of the organization or the person authorized to sign inquiries.
During registration, the applicant (excluding an organization administrator or designated responsible person):
• verifies their mobile phone number by entering a confirmation code received via SMS at that number;
• verifies their email address by clicking a link sent to that address;
• attaches their public key certificate or biometric document, if using it for identification and authentication within the system.
Upon completion of the registration of an applicant (excluding an organization administrator or designated responsible person), the system automatically creates a personal electronic account for the applicant. To identify and authenticate themselves within the inquiry tracking and processing system, an applicant (other than an organization administrator or a designated responsible person) may use:
• a login and password created during registration in the inquiry tracking and processing system;
• a login and password created during registration in the national electronic postal system;
• a public key certificate or biometric document belonging to them.
Once the applicant (other than an organization administrator or a designated responsible person) has completed the identification and authentication procedures, the inquiry tracking and processing system authorizes them by granting access to the functionalities available to the applicant within their personal electronic account.
